Where it began
A response to the gap between stated values and daily conditions.
The name comes from a simple observation: the qualities communities need from public institutions—judgment, trust, care, and accountability—do not appear by chance.
They are built through the everyday choices leaders make about attention, learning, relationships, and what their organizations reward.
The broader framework
Designed for policing. Useful wherever public trust is the work.
The first focus is better policing because the stakes are immediate and the work is deeply human. The framework, however, is deliberately broader: it helps leaders in any public-serving system examine the conditions that shape their outcomes.
